Actually you hit the nail on the head. The order makes it seem as if they are taking farmers land away at the moment which is not the case. Its in the case of public interest (another rabbit-hole).

There's more to it but, as I commented there, quoting local media, "lon Musk’s Starlink has no choice but to comply with local Black Economic Empowerment (BEE) laws if it wants to operate in South Africa. She said one company can’t circumvent the country’s laws. This after the US company told the Independent Communications Authority of South Africa (ICASA) that it should reconsider its rules that require a 30% shareholding by 'historically disadvantaged' groups or black investors."
This sounds impressive yet leaves all kinds of "outs" and room for work arounds if the various departments want to keep on doing whatever funding they had previously done in SA. We will soon enough see what endeavors the US REALLY wants to fund in SA going forward-

Whilst publicly claiming South Africa was a bad, bad country, the USA had Mandela arrested, and fought with the Apartheid government in Angola (because it needed something for its post-Vietnam staff to do).
That orders counter argument is as generalised: "All executive departments and agencies (agencies), including the United States Agency for International Development, shall, to the maximum extent allowed by law, halt foreign aid or assistance delivered or provided to South Africa." i.e., beyond USAID.
Since the end of USSR the long term purpose of US foreign policy has been to prevent ANY economic/military development towards peer rival status vs. USA by ANY country or group world wide. Plus ensuring that multinational companies get natural resources for fire sale prices, of course.
Degrading the economy and political cohesiveness of South Africa still serves those ends, nothing has changed but the rhetoric.
As far as I can tell, the whole kerfuffle is arm wrestling between ownership factions with different schemes- Should the cows be milked for some years of additional diversified profits before getting slaughtered or sent to the butcher as soon as they reach marketable size?

The Khoisan had inhabited a relatively food rich area down at the southern end of their continent for a long time, living their hunter/gatherer lives.
Then some other tribes with more pastoral lifestyles and warrior/raiding cultural values discovered a nice place, except for the inhabitants, who could be dealt with.
Then some Germanic protestants (with gunpowder weapons and horses!) needing a place to flee to saw a nice place, except for the inhabitants, who could be dealt with.
Then the British Empire, needing plunder and profits saw a rich place, except for the inhabitants, who could be dealt with.
Then "The West"(â„¢) in need of power/denial of growth to potential competitors, still more plunder and land bases for control of the high seas saw a nice rich piece of real estate in just the right spot, perfect except for those several types of previous inhabitants- Who could be dealt with.
The more things change, the more they stay the same. Is SA like "the steppes of Africa", a place every new conquerer rolls over, much as the Ukraine has been?

Not being African, I had to look the Oppenheimer family up- Yep, old school oligarchs, their "family traditions" certainly predate (relatively humane) cattle prods. They likely have kept their sjambocks? "Sometimes old ways are best" & all of that.
